Gloria W. Pena, President and CEO

Gloria W. Peňa is the Founder of Innovations Group as well as the President and CEO. Ms. Peña has a background in human resources, employment counseling and training programs. She established Innovations Group in 1992 and was awarded several contracts with the Department of Veterans Affairs and the Department of Labor. Under Ms. Peña’s leadership, Innovations group has implemented new programs and managed them successfully. This has resulted in increased recognition of the company as a project management firm with an emphasis on managing human resources and maximizing effectiveness.

Ms. Peňa manages the strategic direction of the company, administers policies and procedures to ensure that Innovations Group’s operational objectives are met. Innovations Group is known for excellence in business development and forming strategic alliances that permits teaming on large demonstration projects.

She has consistently demonstrated the ability to turn small regional programs into nationwide models and duplicating project management techniques across a wide variety of industries and clients.  She is a sought after speaker in the areas of employee motivation, retention and managing for success.  Ms. Peña holds a Bachelor of Science Degree from Northern Arizona University and is a member of the American Business Women’s Association.

Arthur F. Whipple, Executive Vice President

Arthur F. Whipple has over twenty years of management experience encompassing finance, business forecasting, budgeting, operations, human resource management and procurement. He manages the banking relationships, capital requirements and financial objectives of the company.

Mr. Whipple oversees the accounting operation and manages the information technology function. He also oversees all FAR and agency compliance policies in the execution of government contracts. Mr. Whipple holds a Bachelor of Science in Business Administration degree from Northern Arizona University. Prior to co-founding Innovations, he held increasingly responsible positions in general management, accounting, collections and finance. He is bilingual and a Vietnam Veteran.
